Message recieved from George Simpkins

I have a friend that has a painting from the North Meols area and we are trying to get some background on its origin, can you help? The information on the back of the painting states the following:

North Meols Lancashaire
Wm L Kerry
Honarable Keeper of the Gallery of Art, Liverpool Royal Institution

The painting is a watercolour and the scene is of a hamlet of two or three cottages painted from a field.
